TCFA Delegate Council Meeting
February 21, 2002
Holiday Inn – Forsyth, GA

President-Elect Bill Sanders called the TCFA delegate council meeting to order at 10:00.  Mr. Sanders introduced himself and gave a brief recap of TCFA’s history, current role and future plans.

Approval of Minutes

Mr. Sanders called for approval of the December 8, 2001 minutes.  A motion was made by Keith Kreager, Augusta Tech and seconded by Joe Rogers, Augusta Tech, and the minutes were approved as written.

Committee Reports

Finance – Bill Sanders reviewed the TCFA financial statement.  Total Revenue from annual dues as of 12/31/01 was $49,270.05.  Total expenses were $7,482.12 leaving a balance of $41,787.93.  Additional anticipated revenues of $17,000 for 2002 dues which are due by February 28, 2002, will bring the total balance $58,787.93.  The Finance Committee proposed a 2002 Budget Allocation of $19,596 for Regional Training Workshops, $19,596 for Annual Conference Expenses and $19,596 for Staffing Reserve.  Mr. Sanders noted that the budget is flexible and as needs arise, can be amended.   Mal Rowell of West Central Technical College opened a discussion as to why we want to allocate the funds as mentioned if it will be changed.  Claire Farnell, DTAE staff, explained the necessity of having a budget to work with.  Discussion followed with the motion being made by Mal Rowell of West Central Technical College to combine the Regional Training Workshops allocation and Annual Conference Expenses allocation into one line item of $39,000.  The motion was seconded by Keith Kreager, August Technical College.  It was unanimously approved.

Bill Sanders reported that many of the EMC’s throughout Georgia have agreed to sponsor a Legislative Reception at the next annual conference.  He encouraged everyone to contact their local EMC to obtain additional support.   

Networking -  Sharon Baker thanked everyone attending the annual conference and stated that the feedback has been positive.  She encouraged discussion regarding the conference and recommended changes for next year.   Suggested changes included eliminating the ditty bags, combining the hospitality suites in a larger facility, providing entertainment other than a DJ, having one registration area for all conference attendees, and adding pre-conference sessions.  Topics were suggested for next year’s break-out sessions.   The floor was open for discussion.   Jack Davis, West Central Technical College, suggested that some type of recognition for donors be developed for the annual conference.  Also, an Endowed Chair concept was discussed.  Ms. Baker announced that the next annual conference will be held October 9-11 at the Westin Hotel in Savannah. 

Nominating –  Chunk Newman reported that a slate of TCFA officers for 2003-2005 will be presented at the 2002 TCFA Annual Conference in October. He suggested looking at the by-laws and proposed possible changes to simplify the process of electing officers. 

Advocacy -  Susan Stephens reported that a generic Power Point presentation for training  foundation boards is being developed.  The Advocacy Committee will work with advancement officers and trustees on content.  The presentation can be personalized by each technical college using it.  On behalf of President Lanie Shipp, Ms. Stephens presented a wrought iron table made by Heart of Georgia Technical College to Nurit Golan and a gift certificate to the Simon Stores to Claire Farnell for their support and contributions resulting in the success of the annual conference.

Claire Farnell reported that the TCFA-GA website expired in January but has since been renewed for five years.  She asked for suggestions for improvement and asked everyone to update their trustee listing.   She reminded everyone that annual dues are due by 2/28 and the cost has not changed; $500 for each member foundation.  Currently there are 33 member boards; 32 technical colleges and the GA Fund for Technical Education. 

Closing Remarks

Bill Sanders thanked everyone for attending.  Sharon Baker expressed Dr. Breeden’s appreciation for their dedication and hard work.  Keith Gregory, August Technical College, suggested that Quick Start representatives interact with TCFA since they are the Economic Development arm for DTAE and made the suggestion that Quick Start have a representation at the annual conference.  Claire Farnell will defer the question for Dr. Breeden’s comments.   Discussion followed regarding the importance of Quick Start programs and how the technical college’s foundation and economic development should be closely related.
